VA Quality Initiative

 The Virginia Quality Initiative (VQI) was created to provide a consistent way to distinguish the level of quality in early education programs, allowing families to make more informed choices and allowing child care providers a way to improve the quality of their services.

Programs are assessed by a documentation review process and by on-site classroom observations by trained and experienced Quality Raters, who are rated themselves for reliability.

This voluntary quality rating and improvement system focuses on four key areas:

  • Education, qualifications and training of staff
  • Interactions
  • Structure
  • Environment and Instruction

Each area has indicators that must be achieved at each star level. VQI recognizes achievements and improvements in quality and rewards success.

VQI is a partnership between the Office of Early Childhood Development and the Virginia Early Childhood Foundation.
